Never! Everyone, yes EVERYONE, has scaled and many, many people still scale certain movements they find impossible to do otherwise. We are constantly finding new ways to challenge our athletes, so even the most accomplished athletes find it necessary to "adjust" the WOD.
Also if someone is injured or sick they will often scale a workout (WOD).
Scaling is not cause for ridicule at CrossFit.
Now if you claim to beat someone when you are scaling a WOD and they aren't then prepare to be corrected, right quick! :-)
